MAY 19, 2021 – Several Navy Reserve commands, units and support centers have been selected to participate in a pilot test program for eNavFit, a modern solution for all Navy Assessment Treatments (EVAL) and of physical condition report (FITREP).
eNavFit is expected to replace NAVFIT98A by December 2021. The system will reduce the need for paper-based routing processes, reduce administrative barriers at the unit level, and automate submissions to the Performance Appraisals Division (PERS-32) for entry into Sailor’s official military personnel. “This upgrade is what many reserve sailors and administrative professionals have been waiting for,” said Rear Admiral John Schommer, commander of the Naval Reserve Forces Command (CNRFC). “ENavFit aligns with the Navy’s wholesale approach to identify, design and implement modern information technology to minimize the burden of day-to-day administrative processes. We are excited to test this new system on behalf of Naval Personnel Command and to make life easier for all Sailors, Active and Reserve.
Highlights of the eNAvFit functionality
While eNavFit will operate through a web-based online environment for onshore controls, it will also allow for limited connectivity on surface ships, submarines, and other maritime and operational controls.
Both offline and online capabilities will allow local administrators to create, edit, delete, route, and validate performance reviews, as well as enable seniors to report group reports and process summaries.
The ability to export performance reviews and correspondence to a transportable medium that can be emailed or transmitted by disk, with the ability to re-import information into the system. Users of the offline interface can then either access an online system to download documents or print them and mail them to the Performance Appraisals Division of the NOC (PERS-32) for processing.
“The idea of streamlining the process of routing assessment and aptitude reports from creation to completion is a step in the right direction,” said Yeoman 1st Class Sara Baumlein, Chief Petty Officer of Command Services at the CNRFC. “Knowing firsthand how cumbersome the performance review process can be, especially for Reservists, I am delighted to see yet another system upgrade that will have a direct and positive effect on the greatest asset of the Navy – these are the sailors. “
The pilot program will start in July 2021 and will span the regular EVAL and FITREP cycles for multiple pay levels.
“It was a strategic decision for the Reserve component to be the first to use the new interface,” said Lt. James Kelly, NPC Performance Appraisal Transformation Action Officer. “We use a phased deployment approach with eNavFit, and the Reserve Force allows us to perform as much testing as possible in a controlled environment in various Reserve units. ”
Upon completion of the pilot program, NPC will gather feedback and adjust the system as needed for fleet-wide user experience testing, with the active Navy component and subsequent deployment.
